The Forum Guide to College and Career Ready Data examines how data are being used to support CCR initiatives. Chapter 1 presents an overview of college and career readiness. Chapter 2 focuses on five specific uses for data to support CCR programs: fostering individualized learning for students; supporting educators in addressing student-specific needs; guiding CCR programmatic decisions through the use of postsecondary feedback loops; measuring agency progress in meeting CCR accountability and continuous improvement goals; and maximizing career opportunities for all students. Each of the use cases includes policy and program questions to consider, a list of key data needs, useful analytics, suggested feedback to request from data users, and emerging needs related to the data use. Chapter 3 outlines a number of overarching issues for the use of CCR data, and Chapter 4 summarizes key points and emerging needs identified throughout the Guide.
The U.S. Department of Education (ED) just released an announcement for the eligibility process for the various Title III and V programs. However, the actual application will not be available until December 1, 2015 with a January 4, 2016 deadline.
ED has a new Eligibility Matrix (EM) process that will allow some institutions to skip the application process by just submitting an eligibility certification by the deadline. The EM is a read-only worksheet that lists all potentially eligible postsecondary institutions, as determined by ED using Integrated Postsecondary Education Data System (IPEDS). Beginning December 1, an institution will be able to review ED’s decision on whether it is eligible for FY 16 Title III or Title V grant programs through this process by examining its entry in the EM linked through the Institutional Service Eligibility website.
Currently, this information is only in the November 19 edition of the Federal Register. The application will most likely be available on Grants.gov by December 1. Additionally, there may be a technical assistance schedule announced around that time. GRC staff will alert all members once more information becomes available.

(b) The Secretary may waive the requirement contained in paragraph (a) of this section if the institution demonstrates that— (1) The State provides more than 30 percent of the institution's budget and the institution charges not more than $99.00 for tuition and fees for an academic year; (2) At least 30 percent of the students served by the institution in the base year were students from low-income families; (3) The institution substantially increases the higher education opportunities for low-income students who are also educationally disadvantaged, underrepresented in postsecondary education, or minority students; (4) The institution substantially increases the higher education opportunities for individuals who reside in an area that is not included in a “metropolitan statistical area” as defined by the Office of Management and Budget and who are unserved by other postsecondary institutions; (5) The institution is located on or within 50 miles of an Indian reservation, or a substantial population of Indians and the institution will, if granted the waiver, substantially increase higher education opportunities for American Indians; (6) It is a tribal college or university; or (7) The institution will, if granted the waiver, substantially increase the higher education opportunities for Black Americans, Hispanic Americans, Native Americans, Asian Americans or Pacific Islanders, including Native Hawaiians. (c) For the purpose of paragraph (b) of this section, the Secretary considers “low-income” to be an amount which does not exceed 150 percent of the amount equal to the poverty level as established by the United States Bureau of the Census. However, a waiver of the low educational and general expenditure requirement and the needy student enrollment requirement may be granted to institutions meeting the criteria specified in the existing regulations.
Under the SIP, priority is given to applicants who are not already receiving a grant. Institutions that received a 5-year individual development grant are not eligible to receive an additional grant until 2 years after the date on which the 5-year terminates. (a) Waiver requirements; need-based assistance students The Secretary may waive the requirements set forth in section 1058(b)(1)(A) of this title in the case of an institution— (1) which is extensively subsidized by the State in which it is located and charges low or no tuition; (2) which serves a substantial number of low-income students as a percentage of its total student population; (3) which is contributing substantially to increasing higher education opportunities for educationally disadvantaged, underrepresented, or minority students, who are low-income individuals; (4) which is substantially increasing higher educational opportunities for individuals in rural or other isolated areas which are unserved by postsecondary institutions; (5) located on or near an Indian reservation or a substantial population of Indians, if the Secretary determines that the waiver will substantially increase higher education opportunities appropriate to the needs of American Indians; (6) that is a tribally controlled college or university as defined in section 1801 of title 25; or (7) wherever located, if the Secretary determines that the waiver will substantially increase higher education opportunities appropriate to the needs of Black Americans, Hispanic Americans, Native Americans, Asian Americans, or Pacific Islanders, including Native Hawaiians. (b) Waiver determinations; expenditures (1) The Secretary may waive the requirements set forth in section 1058(b)(1)(B) of this title if the Secretary determines, based on persuasive evidence submitted by the institution, that the institution’s failure to meet that criterion is due to factors which, when used in the determination of compliance with such criterion, distort such determination, and that the institution’s designation as an eligible institution under part A of this subchapter is otherwise consistent with the purposes of such parts.
